I am not sure what you are looking at but there is a huge price difference in laterite nickel ore grade from 1% compared to 1.5% (you should look it up as there is a huge difference) so the 1% isn't viable, that's why they produced that NiEq report years ago to try to somehow "explain" the grade is now equivalent to 3% taking into account cobalt and scandium, that was one very weird report and coincide with the PPP pumping (and unsurprisingly they aren't going down that "angle" anymore).

And then there is the depth (that is a huge difference so I am also not sure what you are also looking at), you will use a lot of unnecessary capital expenditure to dig 5-10m depth before you get to mine those good grade ores while making a lost mining the 1% ores close to the surface, this will continue to effect your operation cost while you continue to mine so deep for them (and likely even deeper).....maybe it was viable when nickel price wasn't this historical low for a long time.

That's why they stated the following "Drilling will continue throughout 2019 and additional drill rigs are currently being sourced to increase drilling productivity in anticipation of a ramp up in mining activity in 2019". Reading between the line, says they are set for a lot of drilling, you still need a few million for that but way less than going into production which you need 10s of millions.
