Personally I'm of the believe the main weight on the sp stopping it surging has been uncertainty.
Unusual off take agreements not sorted before construction starts.
Would suggest finance won't be forthcoming before off take agreement signed and prices confirmed.
Very risky to start construction before agreements signed.imo.
