An unmarketable parcel program is designed to clean up all those shareholders that have a parcel of stock that is so small that they probably dont even realise they have it!
For example: A company may designate to offer to purchase all the stock on the register at say $500.00 and below. That could amount to 100's of shareholders and a decent block of stock.
It is managed by the share registry. ESN does not buy the stock back and obviously their $'s are better spent elsewhere.
A buyer(s) is lined up and they take the parcel.
What is does do is lower the share registry costs enormously. The fact the company is focussed on these types of issues is a very confident signal.
