Parties agreed to continue process thru February outlined were ECT bond working capital and freezing of RCA Legal firms of the partners to give the all clear to have RCA frozen Then to board approvals in March then confirm signing of RCA at suitable time for all partners then start construction ECT are in my opinion trying to get partners to confirm frozen RCA just my opinion
