Underwriters do NOT get an allocation. They get what the shareholders do not take up (subject of course to any limits in the underwriting agreement). So it is only the shortfall - what is not taken up by those who have an entitlement to the capital raising.

Sometimes a person/company can have dual roles as both a shareholder and an underwriter as is the case in AHZ. However their entitlement as shareholder is unrelated to their allocation (if any) as underwriter.

That underwriting agreement is important though. I didn't look for the termination details, if they were provided.
