Correct...I am just not sure if those plants are designed to handle the complete production ie from raw to finish or will they still get their Anodes/Cathodes from their Chinese factories and then do the battery assemblies locally? From what I know all those high tech processes are still only done in China...environmental issues are amongst the roadblocks doing it say directly in EU
