If you want a "guess", which is all I have, it is that we know that there will be no drilling news for about 10 weeks, or until early November, when the drill bit gets deep enough to hit something (or not). So "smart" investors are possibly thinking that they can invest elsewhere for 10 weeks before piling in in late October / early November.
All I can say is, good luck with that strategy.
