The ComSec understanding of an unbalanced portfolio is a bit comical. For example, a superannuation portfolio with a high percentage in Listed Investment Companies (companies holding a wide spread of individual companies) will tell you that it is unbalanced, being too much in the 'finance' area simply because an LIC as a company is defined as being in the finance area even though it's investments cover the whole spectrum.
