You're view is a bit harsh in my opinion plough. Slight delays are not uncommon and it's prudent to take your time rather than rush and stuff it up. It's hardly an indication that they don't know what they're doing - it could actually be interpreted as suggesting they know exactly what they are doing by modifying drilling based on any geological variations they encounter.
Billions of dollars are spent every year on drilling oil and gas projects - many of which are unsuccessful, but this doesn't suggest that those drilling the wells don't know what they are doing. (Of course, some wells are stuffed up as a result of incompetence, but you can't say that about this well yet).
