If I remember correctly the hole was drilled at 70 degrees
looking at figure #1 it appears to me that they maybe should have drilled at 40 degrees and they would have hit the conductor, as it looks to me on figure #1 if they had of drilled deeper they would have just caught the edge of the conductor, remembering it is a sectional pic.
this pic to me clearly shows that they missed the conductor.
