Firstly i don't think they need to raise capital.
But two brokers i deal with say it is this uncertainty that is clouding the SP at the moment.
Look at the SP reaction to the announcement. The market is not buying it at the moment. Is it right? Imo no but i can't move markets, but the big end of town can.
