You are assuming that a project can't be serviced from existing WC and funds may not be required for expensive P&E.
Many parts of Downer operate largely as a labour hire business and ARE NOT capital intensive.Then for those Divisions or parts thereof which rely on large meaty P&E, you are assuming across the whole range of asset base thats its all fully utilised.....Dangerous assumption to make and I think many pundits are chasing the wrong rabbit on this whole cap raising issue.
