Mur Tre old son, if you read the announcement carefully you'll see that Ridley will receive a $2m "completion payment" which then allows transfer of title to the purchaser. Therefore, upon completion, Ridley would then have received $19m leaving a balance owing of $16m.
To wit; "with the $16 million balance owing after Completion"
