They are but the finances are raised at certain times in that process, when prices of all energy sources are low incentive to throw $billions at reactors is also low, not to mention the greenies forcing Governments to pick the winners in energy production based on ideals and not science, this leads to money being redirected into solar and batteries, wind, geothermal, etc.
I've been waiting an awful long time to get into the U sector, trigger is getting close.......
