Cap Raise would nothing to do with Small Register

Cap Raise is not done based on the above.
$2.5M in the bank, yep nice kitty.
But my question is why couldn't they do a cap raise now at say 20c before results are known, they would have no problem raising the money now.
I have an idea why there not doing a cap raise at this stage, but would like to hear others thoughts. actually I know why their not.
