Hey Ron;
I think you are on the correct line of thinking with your comment & I also think NMDC have proven in the past that they don't want to spend a cent more than they have to.
They effectively have control of the company with the current % they own of the company & the amount of seats they have on the board so there is no point in spend more $$$ to increase the % they own.
