For sure there are some locals involved and south Sulawesi is still in Indonesia, which remains one of the most corrupt countries on Earth.
Here's hoping the current pressure on the illegals can generate some movement.
Fortunately, WWI isn't a one trick pony. Resource Drilling at the South African project must be nearing an end, with this having the potential to be a company maker for WWI. It would sure be exciting if it was.
