I dont think its too bad of an announcement, its a good sized project and its running on time. That's a big positive for all the people speaking of late delivery etc.

Sure, the financials are a bit vague, but I'd hazard to guess its a milestone based payment, so they'd have received money from the completion of the solar array etc. Only speculating as we are likely to never see anything in concrete but milestone payments are fairly common with gov contracts.
