I think one of two things and I have some suspicions however in the name of trying to balanced in my view I will mention both
The Marco market is waiting for gold to rise. The USD was weak yesterday and therefore would expect gold to rise ST-MT however haven't checked today yet.
Also possible that investor are waiting on line of sight for the pending CR.
Finally there is another catalyst in play that the market is waiting for.
However yes I would expect the SP to rise steadily over time
