In ramp up stage any income is put against capital costs so there was $21m spent in production ramp up.
For example if they recieved $10m they spend $31m leaving net amount of $21m spent.
Now that they have completed ramp up you should see all the figures for income etc next quarter...
This is just how the accounts are treated in ramp up stages, nothing fishy going on (same happend with PLS).
