Glencore has nothing to do with the tenements. They're owned solely by Gecamines which is owned by the DRC Government!
Gecamines and Glencore are in partnership through there KCC Katanga mining which own the two biggest Copper/Cobalt mines in DRC. They are currently in court due to legal issues. Suggest you google it!

Further Gecamines get a $20 Million payment from TAR if they prove up a big enough resource , plus payments from their share of the profits from mining deal with TAR. Why give it to Glencore when they already have so much Cobalt they won't mine it for another 20 years! Glencore can only mine and process so much Cobalt per year. Some basic research on your part would answer all your own questions!

Perhaps you need to do your own research rather than expecting everyone else to spoon feed you!
