That rule is only temporary for the first buy back. It's to show that they cant buy any price higher than 5% of the VWAP, which is calculated over the last 5 days on which sales in the shares were recorded before the day BB took place.
The next share BB will be re-calculated with a new VWAP based on 5 trading days.
