you are missing two points IMO
1) This is a lithium explorer now with options over tenements discovered by literally one of THE best geo's around. Have a look at some others with promising tenements and you'll see its very reasonably priced.
2) Even if you discount the Li potential completely, its still cheap for a tightly structured Cicero shell (especially one where Matthew Walker put up $224k of his own, mostly at $0.04).
All my opinion of course...
