Which begs the question who was it prepared for and why.
My speculation on those questions ends up positive.
In fact I would surmise that a lot of HRR's weakness is that it has been allied to one broker, who is isn't giving them adequate support (attempting to screw them in the raising) and HRR is locking in alternate funders and broker(s). This takes time but thy're getting us the best deal they can.
from the presso I'd say they are almost there.
If you think this is gross speculation- you're right but I have some experience in these things.
