They are talking about expanding into adjacent sectors and new geographies which unfortunately there is no track record of. While there may be good value out there, it is very risky - especially international expansion. Buying back shares at current prices have a much higher probability to increase shareholder wealth.
Also there is nothing wrong with returning cash. Shareholders are after all the ultimate owners of that cash, not management.
