I think the 1 to 4 placement last July fell short as well - uptake rate was around 60%. Some shareholders thought the timeline was too tight (for shoring up the cash?) if I remember correctly.
Or - maybe it is just that the other players calculated they'll be able to fetch them cheaper this summer. Cash is king if this turns into a substantial bear market...
