IMHO, the initial and fundamental mistake was when the decommissioned CETO 5 where they had 3 buoys working in tandem producing electricity. All in the name of gaining a Tax write off, I would be very surprised as an R&D company if they have ever paid tax
With that they destroyed their demonstration capability.
