No drilling... because they can stretch this out longer if the only funds being burnt are by management.
Regardless they need the book thrown at them. If in China they would have been rounded up and taken to a quarry and given what they deserve! Pack of crooks. Bet the only thing they regret is their house of cards buckled a lot sooner than they planned.
