It's certainly good news.
My guess is that the talks are a little more advanced than they are letting on too. It would look poor if they came out and said the talks were advanced (giving reason for the PA and volumes last week) but they hadn't made any mention of them. Maybe better from their perspective to sweep it under the rug so to speak.
Let's see but I am personally happy with that announcement.
