You can forget about 1/ and you obviously don't know about the technology and break even point especially when price of oil per barrel is so low. You will need to have $120M for opex alone etc etc etc. The most efficient technology produces diesel at the plant gate for $1.50c ish per gallon where as oil at the well head is a fraction of that. You tell me at the bowser who will be cheaper?

The contributing issue is getting the feed stock tonnage. Do you know how and from whom you will get the plastic to even be able to make a PILOT plant work? Building it near a dump wont work either.
