Would I be correct in saying that if there was a share...

Would I be correct in saying that if there was a share consolidation of say 10:1 then in theory the share price then moves from 0.001 to 0.01?

If this is the case it would then open the doors for it to run back down to 0.001 and hence devaluing the stock.

Surely it is only worthwhile having a share consolidation after positive news, be it a cash injection, takeover, change of direction, legal settlement or whatever?
