I would expect that customers may well have to pay for whatever number of units they require to generate the power they want. So the cost of producing the units, and quite possibly maintenance, could be built into a contract on user pays basis.
Thats how I would go about it to limit outgoings, particularly when cash is king for a developing businesses .
