my deduction from this is
1. price was artificially pushed down so that retailer people take up less of the SPP offer, and this has worked because only 10m of shares were purchased
2. now the remainder of the shares, just shy of 20m, can be offered to sophisitcated/institutional investors, which they will gladly pick up
