If you want to calculate that difference yes but it is a slightly flawed argument as the holder of those shares still have a 13.5 cent acquisition price no matter what the adjusted theoretical market value of them is.

Lets do the maths anyway...

Pre-placement shares on issue was 197,633,109
Placement was 37,037,037 shares
Placement as a percentage of the pre-issue amount was 18.74%
Cleansed shares on issue becomes 234,670,146
Placement as a percentage of cleansed amount of shares becomes 15.78%

So using your argument the current value of the new placement would become 11.37 cents per share.
