The way i read the provision:

An acquisition by a person if:

(a) throughout the 6 months before the acquisition that person, or any other person, has had voting power in the company of at least 19%; and

(b) as a result of the acquisition, none of the persons referred to in paragraph (a) would have voting power in the company more than 3 percentage points higher than they had 6 months before the acquisition.

He is not allowed to have a stake more than 3% higher than he had 6 months earlier. Its not in 6 month blocks from september, it is just any 6 month period from now on. So In August, he cant own more than 3% higher than he owned in February etc.

The main thing is that he is allowed to buy quite a few more shares before he gets to his limit.
