I think you are reading something into the trading policy that is not there.
I'm sure that any Price Sensitive Information that is "SPECIFIC and CERTAIN" will be announced as soon as it becomes "SPECIFIC and CERTAIN" and not before regardless of whether Charles has just bought some shares.
The fact that he has bought some shares tells us that, either,he is on his way to jail or he is not in possession of any Price Sensitive information that is anything like SPECIFIC and CERTAIN.
It also tells us not to expect the Quarterly Report for at least a month.
Apart from that it tells us where Charles' allegiance lies and that those with spare cash should be thinking hard about topping up.
Wow the future could be really bright.
