Good vouch of confidence from CEO. Wouldn't read it as "he knows an offer is going to eventuate" though, but definitely the company is going to do well. Nothing speaks stronger than putting your own hard earned money on the line. More probable that the $10 to $13M cost saving plan is more likely to be achieved, or he could have been engaged by private equity players testing the waters.
