if a company with some $28mil mc has already made the decision to proceed with a plan twice, three times more in dollar terms, they would have something in the bag, they wouldnt just come to you for your handout.

so my guess is they have the chinese milk buyers waiting to sign off take and export agreement, on which its expansion is based on.
