Everyone has their limitations on how much cash they can get their hands on to put into the market and without researching the net wealth of the chairman and directors I think what they tipped in is fine.
Could it also be that they don't want to excercise all of the options when they know that they will be allocated to a new Hartley's investor or a current large holder once they expire.
