The issue isn't PR, it's just tight margins and not a consistent profit yet. Larger investors can't take the risk that their tight margins this quarter (~3-4%) turn into small losses in future quarters.
Once they've proven they've hit the sweet scale point to continually get profit at those margin rates, then we will see movement.
