    So they can report the holding change 4 working days after the threshold?

    I also noticed VE usually hold some shares in other pool other than GDX and GDXJ. On 3 Aug 2018 they held 79921523 shares in GDX and GDXJ combination, while on 28 Feb 2019, it's 71786129. There are roughly 5 million shares not reflected. Seems my tracking on these two fund holdings is futile.
