Franklin, ended up with 107m less shares so it was a consolidation in 2010 in my book. They have done a lot of buying and selling since 2009. Not enough to effect their holding by more than 0.5% and hence no notice required until now.
The confusion arises because the notice shows a change in holding of 90m shares which leads one to believe that it is recent when most of that happened back in 2010, a year after 2009 when there was the last change in holding notice for Franklin.
