So you changed your tune slightly, from not having funds to start the pilot plant to not having funds to complete it ? LOL
Its so hilarious watching you clutching at straws but you are clearly out of your depth here. A dozen workers could put up the plant in under 6 weeks if they were pushed for it and commissioning would consist of touching up missing paintwork on handrail joint welds, realigning any motor pulleys and adjusting the conveyor rollers to make sure they track right. Everything else should work straight out of the box or already sorted out at construction stage.
