That is correct .They do use van ruth plugs They do not have to pump cement in once the plugs are in place .The only problem tubber is the hole they need to block off is well below the water level .Do you use divers???
I suspect they did not know how much water was about to come out of the drill hole .
They should have cased the hole and drilled through the tap ,once they hit the water they could have pulled out and turned it off. Easy to discuss it after the fact once again investors best of luck.
