"Funding for the dairy acquisition has been a slow and tedious process and Directors have worked hard with financiers to secure a successful outcome...", can be interpreted cynically as "trying" (as you've inclined towards), but there is a sense of past tense here which, when combined with quote "Australian Natural Proteins has progressed significantly to realise the planned acquisition...." and the fact that they've purchased some cows, and the fact that they’ve bothered to announce this at all, gives weight to a positive interpretation, as R08 has pointed out…
