Maybe the facilitator is someone of authority in the DRC, maybe Gecamines. Maybe some other authority over there. Those in power in these sovereign risk countries (as it has been called several times by the downrampers) often get their cut don't they? I believe from what I've read previously that Gecamines have a 10% policy, who knows what others get on the side as legitimate "facilitation" payments. There is history of other larger companies being booted from the DRC for not playing the game to DRC liking.

The previous "facilitation payment" for the initial deal was made directly to a legal company in the DRC who may have distributed a portion to those involved. Just a guess, and a lot less defamatory one than saying TS is being deceitful and taking it.
