It's a fact. EUR did not decide to buy more shares in CVS.
What happened is that CVS owed EUR cash. EUR took shares in CVS in part payment of that debt. That's not the same as deciding to buy shares.
For all we know, CVS could not stump up the cash. So EUR had no other choice but to accept shares.
The terms of the settlement are set out in ASX announcements on 5th July. I suggest you read them.
