No business operates and stays in business unless they make a profit. So the price of PASS Disposal will have both cost components & a profit component.

Costs will include Direct Costs eg Lime Treatment, Labour and Machinery etc as well as Indirect Costs - accounting, admin, utilities (eg power) & regulatory costs.

So the cost of Lime Treatment for PASS is not the Price that will be charged - it's only a part of it. I don't know the Costs for a particular operation but any operation needs to be both competitive & profitable.
