This explains a lot.
At some point they will start buying again, over 9 to 15 months as usual, and then sell over the ensuing 9 to 15 months.
I bet they are both long and short over the years here.
They know the stock well, and their algorithms will do the rest, trading and trading.
It's a good buy right now, so I think we'll see a turning up soon, and then another substantial holder notice.
