Not so. Dividends are sometimes paid out when they are unsustainable and even if they are it can be at the expense of capital growth. A company should not pay a dividend if management can reinvest capital in the company for a greater return (and lower risk) than an investor is likely to receive investing elsewhere - allowing for tax implications of the dividend. If it can't do this then it should pay out.
The key point is how effectively management has been reinvesting the capital it has retained? And how responsible has it been with the shareholder's money.
